The FCC does not censor music, but it does fine radio stations that violate it’s regulations. Censorship would be the government banning something altogether, making it illegal to buy the CD, book, etc. The reasoning for the regulation of radio content goes something like this: 1) The bandwidth of the radio spectrum is limited, therefor the government must regulate it as a public resource, or it would be useless to everyone. (The Coast Guard regulates boat traffic on rivers in much the same way.) 2) It is in the public interest that radio broadcasts not contain offensive material, because anyone, including a child, can access them. Limited resources must be managed to provide the maximum good for all. In short, speech is a right, but sending out a radio signal is not. Without regulation there would be chaos. Imagine if cell phone companies could start using television frequencies, or visa versa? Imagine if anyone could start playing music on police or emergency frequencies?
