Originally, the Electoral College was a way for the citizens to elect smart people from their area who would gather in the capital and elect the President and VP. Each state had a different number than in the House so that House Representatives did not dominate (as in one elector from one House district so that Rep would dominate the election of the elector.) The tie-breaking procedure is in the House of Representatives.
