The number of House of Representative Members the state has, plus 2 for the number of Senators they have. There are 438 (3 are non-voting Shadow Members from Washington DC, the other 435 vote) seats in the House, each representing an equal number of citizens. They are split among the states by population therefore the more population in your state = more seats in congress. All states get at least 1.
