Of that number they can only ‘protect’ a certain number. The rest go into the draft Players can appeal a selection to play with another franshise on the grounds of personal hardship. But part of their contract says that they must go where they are sent. In NZ SWuper 14 players must be eligible to play for the national team. There is special exemption for Pacific Island players. Australia and SA allow overseas players in their super 14 franchises. At NPC level a ‘panel’ has the final say on transfers.
