How does the double majority requirement work?
It requires that for most elections, a property tax money measure must receive 50 percent support and a 50 percent turnout of registered voters. The double majority requirement is waived only in November elections in even-numbered years. All other elections require a 50 percent turnout. This law has produced situations where the majority of those that voted approved a measure, but it failed because of lack of turnout. In these situations, if enough people had turned out, even if they had all voted no, the double majority would have been met.
