How does the commission cope with the due process mechanism in award of contracts?
As the administrative officer and at the same time accounting officer, I have to answer you this question. Actually we are independent but mostly we operate all our transactions and our administration within the processes of the government. As very well you know, there is the Public Procurement Act. We abide by the rules and regulations, whatever is there, we have to abide, even though we are independent; we follow due process according to that procurement act. That is why there is standing committee provided in the act and that committee when there is a need to give out contract, that committee sits and determine. It does not only include the staff of INEC or the administrators or the commission, it also includes the outsiders, like the NGOs, they have to come and witness and see who and who is getting the contract.
