A Per State Program Reports, PM 97-02, Rural is defined as follows, “Rural status will be individually determined for each registered client, using the client’s zip code matched to Census boundaries. The Census boundaries will then be matched to the Census definition of rural areas. Rural area, as defined by the Census, means any area that is not defined as urban.
