How does the Army intend to deal with services provided by military when competing a function?
We only compete functions that can be performed by civilian or contractor personnel. For example, we will study an installation’s logistics directorate for cost comparison and competition. If that activity includes military positions, they will be studied right along with the civilian positions. Whether the function remains in-house or is contracted all military performing that function must be shifted to non-commercial functions by the time of implementation.
