The Arbuthnott Formula allocates resources on the basis of NHS Board of Residence and not by NHS Board of Treatment. It is up to individual Boards to recover costs for patients treated from other NHS Boards, and this has traditionally been done through Service Level Agreements (SLAs) and now tariffs.
