Now that the American Recovery and Reinvestment Act is signed into law, the next step is for federal agencies like the Department of Energy, Department of Education and others to decide how the money will be spent. In some cases, state governments will receive funding and decide how to spend it. In other cases, the funding will go directly from the federal agency to a project or grant.
