Starfleet Command does not follow the same methods for Scatter-Pack, Suicide, or Wild Weasel shuttles. Instead of “creating/loading” them during the game you must purchase them before the next mission with your prestige points. It was done this way because of interface issues. FD10.0 Drone/Missile Construction This rules simple lets you spend BPV points to buy better drones/missiles.
