How does Richmond compare against other local governments?
It is very difficult to make useful comparisons between the emissions of different local governments. The kinds of services provided by local governments vary greatly. Some operate schools, water treatment facilities, ports, airports, transit systems, public housing, and municipal utilities, while others might operate only some or none of the above. Additionally, local government emissions are influenced by factors outside of local control, including sources of electricity generation in the region and weather. It is more useful to look at the greenhouse gas inventory as a way to help Richmond understand the sources of greenhouse gas emissions from its operations, and to provide a baseline against which to measure the impact of actions to reduce emissions.
