You can only create a cluster through the ClusterManager interface. A Cluster Manager is started up automatically whenever the Naming Server startups. There is one Cluster Manager per Naming Server. The role of a Cluster Manager is to create, retrieve and keep track of the clusters that are in the Naming Server.
