How does One-ED relate to the Strategic Plan, the Blueprint for Management Excellence and the Culture of Accountability Team Report?
One-ED complements these roadmaps and moves us even further down the road to management excellence. Goal Six of our Strategic Plan-management excellence-lays out the Department’s approach to implementing the President’s Management Agenda. This agenda calls on all federal agencies to improve in five key areas: financial management, information technology, budget and performance integration, human capital management and competitive sourcing. Both Goal Six and the Blueprint for Management Excellence include steps to help the Department improve its operations and to achieve milestones, such as getting the Federal Student Aid programs off the General Accounting Office’s high-risk list. On Feb. 12, I announced that our efforts in one area have paid off already. This Department has received its first clean-audit opinion of its financial statements since 1997.
