How does one deal with a PP that is sound, but overly-prescriptive in implementation detail?

PPs describe what is needed by the author; presumably the author knows what is required. However, the evaluator is still at liberty to submit an OR against the wording of the PP. The author, when consulted by the Chief Validator, may agree that the wording is overly prescriptive, or may maintain that the wording is accurate. The resulting OD (and PD) will reflect this outcome.
