Any person with a demonstrable interest in one or more of Detroits historic resources may petition City Council to designate an historic district. The request should state “reasonable grounds” for the request; these are the historic or architectural values which the petitioner believes are associated with the proposed district. The request should also state specific boundaries for the requested historic district. Such requests are placed on a list of proposed historic districts and are generally taken from that list for an official study in the order received; there can be a considerable period of time between the request for historic designation and the start of an official study. If and when the City Council wishes to proceed with the official study process, they adopt a resolution directing the Historic Designation Advisory Board to conduct that study, and to make a recommendation for or against historic designation to City Council.
