To coordinate a Unit Movement Plan, a USAR unit submits a Unit Movement Plan to their RSC. The RSC in turn submits it to the STARC for the first state the unit will be traveling through. National Guard units submit their plan to their respective STARCs, who handle coordination identical to the way RSCs handle it for USAR units. After the STARC Defense Movement Coordinator (DMC) approves/deconflicts it, the Unit Movement Plan is returned to the RSC or STARC DMC and the process is repeated for each state the unit will be traveling through.
