Contracts in place prior to July 1 are not required, by Rule, to have executive branch agencies add the 1% Transaction Fee language. As of July 1, 2003, executive branch agencies are required, by Rule 60A-1.031, to include 1% Transaction Fee language and new terms and conditions in all re-bids and new contracts for fee-eligible goods or services.
