How does having a cel signed affect value?
Aside the issue that value is in the eyes of the beholder (meaning that cels signed by people I like become extremely valuable mementos and treasures to me), generally having a cel signed affects the value depending on who signs it and how they sign it. It seems that the Japanese prefer if the seiyuu (voice talent) of the character on the cel signs it. Having it signed by important and or famous staff members (like the director) seems to also increase, or at least not decrease, value. Having a cel signed by the US voice talent can decrease the value. Of course, it all depends on what a prospective buyer thinks of the person who signed it. Additionally, if the signature negatively affects the image it might also lessen the value in the eyes of prospective buyers. Some people prefer to get a second sheet of blank acetate to put over their cel to have signed. That way the celebrity signs for display with the cel but does not change the cel in anyway.
