How does flat rate billing compare to metered rate billing?
A flat rate system is based on the total water consumption for the city being shared by the number of dwelling units on the system. Although a flat rate system may be simpler to administer, many consider it unfair since there is no individual accountability for the amount of water one uses, nor is there any financial incentive for individuals who make efforts to conserve water.
