Manufacturing uses chemicals which can do the same. Most places have federal down to municipal laws that now regulate how much pollution is permitted, and this has helped in making well water safer. Municipal water is not affected because it’s purified enough before reaching your tap so that it’s not a problem. Also, cities generally don’t get their water from underground water tables.
