How does DHMH establish the goals for minority business participation?
DHMH makes every attempt to establish realistic and achievable MBE goals. Individual contract goals are set based upon the dollar value of the project; the availability of MBEs to perform the work, which is to be performed; and the availability of certified MBEs in the area where the work is to be done. While the established goals may vary on individual contracts, the overall MBE participation, which is 25% for each administration must equal DHMHs overall goal. A Procurement Review Group (PRG) reviews all goals set on contracts that exceed $100,000.
