CPE evaluates agencies’ responses to mandate and best practice questions and supporting documentation. Adherence scores are based on whether the agency meets our criterion (written policy and procedures; agency awareness; and verification activities). Agencies’ responses should indicate the existence of written policies and procedures that address the mandate or best practice, frequent contact with their internal components and active management of their internal policies. In addition, discussions during the evaluation process with operational components determine whether regulations and best practices are being followed through an annual verification process using performance measures. Analysis of data submissions and follow-up questions will help CPE and agencies determine adoption of best practices, and reasons for non-adherence. Once root causes of non-adherence are identified, improvements can be implemented for better asset management.
