How does Border Control affect media wars?
The Border Control feature establishes how non-registered visitors (guests) may play in the media war. If the attacking general selects ‘ALLOW FOREIGN ARMS’, then guests are permitted to fight, but not negotiate, the media war. If the attacking general selects ‘ALLOW FOREIGN JOURNALISTS’, then guests are permitted to negotiate, but not fight, the media war. If the attacking general selects ‘OPEN BORDERS’ then guests are permitted to negotiate or fight the media war. If the attacking general selects ‘SEAL BORDERS’ then guests are prohibited from playing in the media war.
