LEAs scheduled to receive a subgrant of $10,000 or more may apply directly to the California Department of Education for their immigrant education program subgrant and may operate their program independently. LEAs scheduled to receive a subgrant of less than $10,000 must apply for and operate their immigrant education program in collaboration with one or more consortium partners. The subgrant amounts collectively generated by the consortium partners must equal $10,000 or more (Title III, sections 3114 [b] and 3247[b]).
