(a) To apply for a grant under this part, an institution of higher education shall submit an application that responds to the appropriate selection criteria in Sec. 648.31. To apply for a grant under this part, an institution of higher education shall submit an application in response to a closing date notice published in the Federal Register. The applicant must respond to the appropriate selection criteria found in GAANN regulations. See program regulation 34 CFR 648.20.
