in the base of a modern theodolite is the “circle”…its a ring with divisions cut into it…much like the divisions on your compass from geometry class…the more divsion it has, the higher accuracy to which it can read angles….you look through the scope, align the scope cross hairs with your tartget, then zero the circle by adjusting the mark designating zero degrees to line up with your target. you then drop the circle in place and turn to your next target…the circle stay put…
