A school corporation must complete, and the Board must approve, an Application and Agreement to Participate in the Iowa School Cash Anticipation Program, pay a fee to file the Agreement, and return the completed application to ISCAP for filing and processing. Completion of the 28E process is required only once unless the school corporation reorganizes.
