How does a Qualified Scheduling Entity (QSE) request to decommit resources during the adjustment period?
A Qualified Scheduling Entity (QSE) may decommit the resource On-line/Off-line status, High Sustained Limit (HSL), Low Sustained Limit (LSL), amount and type of Ancillary Service allocated to resources during the adjustment period by updating the Current Operating Plan (COP) and indicating the change in resource status for each hour in the COP for the remaining hours. ERCOT’s Market Management System (MMS) monitors the QSE’s COP and alarms the ERCOT operator when the COP changes during the adjustment period. Changes in resource status reported in the COP received prior to Hourly Reliability Unit Commitment (HRUC), or the COP snapshot from previous HRUC, is applied in the next HRUC.
