Your question is very general. Assuming you mean at the most basic physical level; a computer moves, alters and changes the structure of 1’s and 0’s (Binary code) by moving arms over the platters. Magnets and electric impulses do most of the rest. If on the most outlandish meaning of your question, manipulating information for the end user to see, the computer doesnt.. the communists do.
