Put on your hardhat (you get one from the Safari), and enter the mine to the right. There is a switch that temporarily turns off the fence (it is a twist timer). Turn the switch and then quickly run to the left, up the pile of dirt there. When you get to the top, jump onto the belt and run right, until you reach the hole in the belt. Jump right and you will find a hole in the fence. Climb through before the power comes back on.
