The defrost setting on a heat pump is regulated by the compressor or the actual circuit board controlling the function. You can do a few basics to test the circuitry, but if no problem can be found, you will need to replace the compressor. Step 1 Test the wall socket. Take your voltage tester and plug it into your wall socket. You should show 120 volts. If there is no electricity, then a home circuit breaker has been thrown and you should reset it.
