How Do You Test A Low Fuel Sensor Unit In A 1984 Honda V65 Magna Motorcycle?

I have a 1984 Honda V65 Magna motorcycle and the Low fuel sensor switch doesn’t make the light turn on when the fuel tank is low. I can touch the two wires together that attach to the top of the unit and that causes the low indicator light to burn. I have tried to get continuity between the two terminals when there is no fuel in the reserve tank on several low sensor units and none show continuity much like turning on a light switch works.
