If you want to paper the walls then apply a coat of size over the emulsion,cross line the walls with lining paper and then paper the room If you don’t size the walls the emulsion is likely to flake underneath the paper.If you are just putting emulsion back on the wall just lightly sand the walls and apply emulsion.You will not be able to strip the walls even with a stripper in fact you will do more harm than good trying it.
