There should be enough water for it to boil, allowing the steam to escape and cook the vegetables. However, the vegetables should not be resting in the water. The steamer should hold the vegetables just above the water level. Place your steamer into a pot so that it expands to hold the amount of vegetables you will be steaming. The metal vegetable steamer should fit snugly in the pot, and be fully expanded. Lay your vegetables on the metal steamer. Spread them out so that they are in one flat layer.
