If it is screwed into place, you can usually make the replacement yourself. Otherwise you will need welding skills or a professional ironworker to complete the task. Use an appropriate screwdriver to remove the screws from the base and the top of the baluster where it attaches to the baseboard and handrail. Grind away original joining welds from the baluster using a hand grinder. This requires a delicate touch and safety goggles and gloves.
