You have to put a light coat of drywall mud over the area then after it dries just sand and paint. If you are painting the wall with a colored paint other than white it will have to be really smooth before painting or it will show after it is painted. If it rippeled when you painted it you did not let it dry long enough usually a couple of days.

get some paneling to put up over the drywall whoever invented that junk messed up everything as far as decorating also you could go over it with an adobe cover, very think spackle you can paint butis not smooth, but tough, should not “tear”
