If it is only leaking when water is running down the drain repair depends on what kind of cap it is and where ir is leaking, if the leak is through a hole in the cap or the threads of the cap removing the cap and replacing it or, resealing the threads with teflon tape and or, teflon pipe thread sealing paste (pipe dope) is the way to go. If the adapter the cleanout plug threads into is leaking you will probably want to have a plumber take care of it. If the threads that the cleanout plug goes into are shot there are alternative ways to seal the opening, Lead Fitalls, Test plugs, Jiffy plugs and caps to name a few application varies on the pipes you have. You may want a plumber for this.
