The four things that can fail in a fluorescent light fixture are either a power failure problem, bulbs, ballasts, or the tombstones that connects the bulbs. Troubleshooting the problem should be done in that order. Some fluorescent fixtures have starters in them that can fail also but those are sort of obsolete now. The first thing to check is to make sure it is getting power when the switch is turned on. That is unless the bulbs are visibly used up. Bad bulbs are the problem more times than not. If they are black on the ends then they need to be replaced. Sometimes they can be black on the ends and still burn but this really works the ballast hard and still should be replaced. If new bulbs doesn’t fix the problem and the power is OK, then most likely the ballast will be the problem. You have to remove the center cover to expose the ball
