How do you remove license plate bracket on a 2009 Malibu?

I recently purchased a new 2009 Malibu. Because it appeared that a special tool is needed to unscrew the three fasteners, I requested the dealer to have thier bodyshop remove the license plate bracket. The bodyshop apparently had to drill the fasteners out.
