Isopropyl alcohol, or rubbing alcohol, will safely and effectively remove latex paint from bird feathers. Dampen a cotton ball or cotton pad with a rubbing alcohol. Removing the latex paint from decorative bird feathers will only require a small amount of this household solvent. Apply the rubbing alcohol to the feathers with light, sweeping motions to prevent over-saturation. Repeat the process until all of the latex paint has come loose onto the cotton applicator, and allow the feathers to air-dry.
