In order to put together a flashing rear light for a bicycle, one would need some electronics skills (and tools and parts and workspace…). It would be far more simple to purchase one at a local store. Bike shops have them, but they appear in discount stores, and even in the stores that sell items for a dollar or so. They are mass produced in China (try to find one that isn’t!) and, at least as far as the ones purchased from the latter outlet, are a pretty good value. When faced with a problem, at least consider an off-the-shelf solution. In this case, it’s the better option, hands down. Batteries not included.
