For tanks that will accomodate a hose but not a submersible pump, you can use an externally mounted electric pump to pull large volumes of water from the tanks. Using Channel Locks or a large pipe wrench, open the access on the tank. Check the water quality before proceeding, for dirt or strong odors. Determine the distance you need to move the water: Probe the tank with long dowel rods to determine the depth. Wood works better because you can see the water line. If the tank is fairly full, you may only have to raise the water a few feet. Try to determine the depth to the bottom of the storage tank, if possible.
