A22. This type of measurement is very difficult, which is why we work with agency and technical experts to fully understand all resource issues when making that decision. The SFEIS has studied in detail the historical, cultural and environmental resources. Please refer to Chapter 9 for environmental considerations and Chapter 11 for historical considerations of the project, including the Memorandum of Agreement.
