Flat curtain panels shirred onto a curtain rod are a popular way to cover windows. Addition of a shirred valance over the panels contributes to the complete effect. Such panels and valance add not only distinction to a room but also provide a degree of light control, privacy, and insulation. Install a double curtain rod on the wall outside the frame of the window. The height is optional, but most windows look best if the curtains hang either just above the window frame or at the same level as the top of the window frame. The width of curtain rods adjust to fit most standard windows. Measure the finished length of the curtains by securing the tape measure at the top of the rod and allowing it to hang as far down as desired. Take care to note all the measurements.
