If no sifter is available in the kitchen, simply fluff the flour with a fork when measuring it out. Sifted flour is loosely packed. Using a fork to fluff flour imitates the action of a sifter. Pour 1/3 cup oil and 2/3 cup milk into a measuring cup. Do not stir the milk and oil. Pour the oil mixture into the flour. Stir the ingredients with a fork until the mixture clears the sides of the bowl and rounds up into a ball. Smooth the ball by kneading about 10 times without adding additional flour. Press the dough out onto wax paper until it is 1/4 inch thick. Use a biscuit cutter to cut out biscuits. If no biscuit cutter is available use a cup or other round utensil to cut out biscuit shapes.
