Making modeling clay for your kids is quick, simple and cheap. Combine the salt, flour and cream of tartar in a bowl. Next, pour 2 cups of cold water and the cooking oil in a saucepan. Pour the bowl of flour into the water and stir to mix, making sure to dissolve as many lumps as possible. Heat the flour mixture on medium heat, stirring often. When the mixture becomes thick enough to form a ball, remove the pan from heat. Take the hot dough from the pan and set it on a sheet of wax paper. Let sit until cool enough to handle.
