Start by mixing the salt into the flour in a medium sized bowl. A fork or whisk works nicely. Take ½ cup of the flour and salt mixture and combine it with the shortening. The mixture should be like thick cream. Add the rest of the flour mixture and blend well. Pour (do not sprinkle) the water in. Mix until combined and the pie dough is ready to roll. If the dough seems too stiff, just add a tablespoon more water. As with most pastries, try to work the dough as little as possible.
