Pull out the stem on the cut off top and keep the surrounding green pepper. Dice the remaining pepper into 1/4 inch squares. Turn the oven to 350 degrees to preheat. Place the peppers up in a large microwave dish with a cover and pre-cook for 15 minutes. The peppers can cook while you prepare the stuffing. When they are done pour off excess water and set to stuff.
