Place one 12 ounce package of semi-sweet chocolate chips in a microwave-safe bowl. Microwave for one minute on the defrost setting then stir. Continue microwaving for 30 second intervals, stirring each time, until the chips are melted. Stir in ¾ cups of half-and-half or heavy cream.
